Passenger Operations through Port Phillip Heads
All commercial boat operators who take passengers through Port Phillip Heads are required to hold a Passenger Operations through Port Phillip Heads Local Knowledge Certificate issued by Maritime Safety Victoria. The vessel must be in current Survey and the Master is required to hold a commercial Certificate of Competency at Coxswain Grade 1 NC or higher.

Definition of Port Phillip Heads
The following definition of Port Phillip Heads from the Victorian Marine Safety Regulations 2012 is for commercial operations only.
“Port Phillip Heads means all the waters between a straight line drawn between Point Lonsdale and Point Nepean and the seaward limits of a line drawn on an arc of a radius of 3 nautical miles cantered on Point Lonsdale as shown on chart Aus 143 “Australia-South Coast-Victoria- Port Phillip”, published by the Australian Hydrographic Service on 2 May 1973.”
