Marine Training Services conducts full time Coxswain Courses in 17 days and include all course requirements:

  • Nautical Knowledge
  • Engineering Knowledge
  • Onboard Tuition
  • Elements of Shipboard Safety (Liferafting & Firefighting)

Please note: the Certificate II in Maritime Operations (Coxswain Grade 1 NC) does not include First Aid and Marine Radio, however, you will need these qualifications when applying to the marine authority for a Coxswain Grade 1 NC Certificate of Competency.


We conduct a Marine Radio Course - Long Range Operator Certificate of Proficiency - at the end of each Coxswain Grade 1 NC Course.


We do not offer First Aid Courses.

Remote Learning

Some course components can be completed by Remote Learning (correspondence).


Course Duration

Full time courses are designed to be completed as timetabled. However, participant are given 12 months from course commencement (or for Remote Learning students from the date of enrolment) to successfully complete all course components.



There are no specific entry requirements or prerequisites for the Coxswain Grade 1 Course. However, marine authority requirements must be met before you can operate as a Coxswain Grade 1. In Victoria the authority is Transport Safety Victoria.


Certificate of Course Completion

Upon successfully completing all course requirements participants will receive a Certificate of Course Completion, for the Certificate II inl Maritime Operations (Coxswain Grade 1 Near Coastal) MAR20313. This is a nationally accredited certificate recognized in all States and Territories within Australia.


Coxswain Grade 1 Near Coastal Certificate of Competency

In Victoria a Certificate of Competency is issued by Transport Safety Victoria after you have met all eligibility criteria, which includes: successfully completing an approved training course, be 16 years of age or over, satisfy qualifying sea-service requirements (as detailed in the National Standards for Commercial Vessels Part D Crew Competencies), pass eyesight (vision and colour-vision) tests, complete a declaration of medical fitness and pass an oral examination. Oral examinations are conducted by marine authorities.

As prescribed by the National Standard for Commercial Vessels Part D Crew Competencies, the duties the holder of a Coxswain Grade 1 NC Certificate of Competency may perform are:


(a)      command and operate the engines of a vessel <12 m long:

(i)        in inshore waters, or in waters designated for a specific purpose by a State or Territory authority in which it
permits holders of this certificate to operate, subject to any conditions that it may impose;


(ii)       with propulsion power:

(A)      for an inboard engine — <500 kW; or

(B)      for an outboard engine — unlimited;


(iii)     if the vessel is a tender or auxiliary vessel — within 3 nm of a parent vessel in the EEZ

Restricted to:

(b)       if the holder completes only the entry level motor engineering unit of the Transport and Logistics Industry Skills Council Ltd maritime training package — vessels with unlimited outboard propulsion power or inboard propulsion power <100 kW; and

(c)       if the holder does not meet the sea service requirement mentioned in paragraph (a) (i) — command of a vessel only in sheltered waters
